24-hour time option?

Is there a way I can set my Outlook 2003 calendar to 24-hour (military) time? Actually I would like to set my computer (XP) to military time also. Is that possible?

I wonder if this lurks in the Regional Settings. United Kingdom computers
have the 24 hour time as a default.
