403 Forbidden access when publishing

I am getting the following error when i try to publish my web with FrontPage
2003:

403 Forbidden
Forbidden You don't have permission to access
/_vti_bin/_vti_aut/author.exe on this server. Additionally, a 404 Not Found
error was encountered while trying to use an ErrorDocument to handle the
request.

It happens randomly and usually if I retry a couple of times the file will
upload correctly.

I contacted my host and they tried reinstalling front page extensions and I
am still seeing the problem and they are saying they can find nothing wrong
with my account. I tried using FrontPage 2002 on a different computer to
publish a test file and am getting the same error.

Any idea what the problem could be? If it is a problem the host needs to
fix, any idea what the problem may be on their end since they don't see
anything wrong?

Ask the host to run check or Server Health Check to reset the permissions.
