5.4.3681.0 Windows update trying to access internet continuously

5.4.3681.0 Windows update (apparently at least three
copies of it) continues to try to access the internet many
times a day. Should I allow it?
I updated my Windows 98 program about five days ago
already.
Thanks for your help.

PS-
The title of the window that keeps popping up on my screen
is:
"Windows Critical Update Notification v5.4."
