%5F replaces _ in page name

I just posted my website to a IIS 6.0 server and it replaced the _ with a %5F
in the name. In fact, every time I try to access the page
http://mydomain_newpage.htm, it changes in the web browser to
http://mydomain_newpage.htm. Any ideas of why and how to fix?

It's not a site accessible outside of our domain (firewall prevents it since
it's only an internal site) but the url is
http://support.helo.com/site_management

Well just clicking on the link, generates a 404, but the link remains unchanged from what you have
below. The neither the browser or the server is changing the URL. Could it be your firewall
application the is re-writing the URL?

Since you are on a Windows IIS server, why not just name your pages or folder as follows:
SiteManagement instead of site_management

http://mydomain_newpage.htm is not a valid URL
- it is missing a .com or other valid domain extension
as in http://mydomain.com/newpage.htm,
