7X10 Booklet Page Order Wrong and Can't Find Proper Template to Start Over

I need to print an 8 page 7x10 booklet in Publisher for work. I have saved the document as a 7x10 booklet and in publisher,(in the 2 page view) the order of pages is correct. When I save as a PDF for printing, the page order gets funky:
PDF page 1 (publisher booklet page 1 and 8)-This one is correct
PDF page 2 (publisher booklet page 2 and 7)
PDF page 3 (publisher booklet page 6 and 3)
PDF page 4 (publisher booklet page 4 and 5) - this one is correct

I'm not sure if I should just start from scratch, but I can't find a booklet template that is 7x10 to start from. I can only save as my custom size. I tried the Microsoft site to download a 7x10 template, but I'm not finding where it is. Any ideas?

I also tried to create a new booklet from scratch and I noticed that if I had 4 pages, the order was correct in PDF, but once I went to 8, the order becomes jumbled as I noted above.
