90--100%, not just 90%

How do I create a chart that can show a range like "from
90 to 100%" on a bar graph instead of an exact number? If
I can't do this in excel, can I do it in powerpoint?

Tom -

For the category (X) axis, or the value (Y) axis? If it's for the
category axis, either type "90-100%" in a cell, or use a formula that
will construct the label for you.

If you need it on the value axis, you'll have to rely on some trickery.
Use a helper series to serve as an axis, put points where you need the
labels, and use data labels on the points. The procedure is described here:
