it should already be there, it is created when Frontpage "prepares" a folder for
a new Frontpage Web....it should upload when you publish the entire site.
It is a folder, not a page, and it is for stuff like your databases or stuff not
usually visible to the public viewing the site as the name implies - 'private'.
