_x_todo.htm file - loose?

I seem to have a file called _x_todo.htm in the regular list of htm files.
It's been there a long time.
Does it belong there?
Should I delete it?
Does it belong in one of the FP folders?
Is it useful for anything?
Is it creating the wrong signals inside the FP editor?

Its content:

Thank you, Thomas. I was looking at the View Publish page and it said it
was on the publish list, but I put it in the don't publish category. Does it
need to be published? Like in case I had to publish back to my FP Editor.

It is the "Task List" items for your web.

If you do not use "Task List" to keep track of what you are doing, ignore
it.

If you do use it (not many do, it's crud) then you need to decide if you
want it in the published web or not and take action based on that.
