a communication error has occurred when i actitive the office

i was bought office home and student 2007 in canada. when i actitive the
Office in china, the communication error has occurred. i cant actitive the
Office. i was following the help from the website, press CTRL+SHIFT+I then i
got 701098. but it didnt show how to repair the error. plz help me. thx
