a few questions about discussion (FP message board)

I want to make a message board with FP 2003. Here are my questions. Any help
is greatly appreciated.

1. how can I make the poster "registered" so they will have to post under
their registered screen name, so they can't keep switching names.

2. How could I ban a person (by IP address?) if they use innapropriate
behavior

3. one more...Does anyone use www.ipowerweb.com for their host? or know if
they are good? i plan on uploading my site soon and im looking around for a
host.
