A problem about International characters in OutLook 2003

Hi

I'm in china. I found that OutLook 2003's Chinese Version can read the mail
with Japanese subject. But, if I send a email with Chinese subject, our
friend can't read the subject with his Japanese version OutLook 2003.

Who can tell me the reason?
