You can't shutoff the enhanced security model. What version of Outlook are
you running (and at what service pack level)? The reason that I ask is that
external programs can trigger that dialog and they either have to be updated
or part of their functionality disabled*.

* an example would be sp3 for office xp/outlook 2002 can cause the full
version of adobe acrobat to trigger that dialog. to resolve, the pdfmaker
addin has to be disabled or you have to stop using word as the e-mail
editor.
I am using Outlook 2002 (service pack level unknown). But I do have Adobe
Acrobat installed. I will disable the pdfmaker add-in and see if that works.
