a read-only document in WD97 will not open

When you open a document (Word 97) which is password protected and get the
open to use password or read-only and you click read-only the document does
not open. If you type in the password then it opens. The properties of the
file are for "Everyone" full control. Is their a setting somewhere that I am
missing that is causing the problem.
