The Target version is simply a version Microsoft included in their sample
Project Server 2003 database. I have assumed that the Target version
represents the original project plan before work began on the project. As
you probably know, once work begins on a project and then change control
procedures are applied against the project (new tasks added, existing tasks
cancelled, etc.), the finished plan will look very different from the
original starting plan. I think this was Microsoft's way of showing how to
capture the original version of the plan so that it can be compared later
with the finished plan. Of course, using a version such as the Target
version is not a substitute for baselining a project before you begin work
