Absolute positioning

I can not use absolute positioning. The item is not
highlightable when trying to position a graphic or a
picture. Also, i can not insert an in line frame.
This problem just recently started to happen. I
reinstalled Front Page (xP) and still no good.

Any body have any suggestions? is there a setting that i
need to turn on (or off).
