Outlook 2003 in cached mode, Exchange 2003

Meeting responses do not seem to be processing upon arrival in the meeting
originators mailbox

On the exchange account that created the meeting and sent out the
invitations, when a response is received from the invitees, the status in the
tracking page of the meeting is not updated unless the response is actually
opened. The option to "process requests and responses on arrival" is
selected. This occurs on more than one Exchange account. Is this by design or
is someting missing?
