Access 12 Runtime

Will the developer version of Access 12 still contain a possibility to
generate an application file with a runtime version of Acccess for use on
customer machines with no full version of Access installed just as in the
previous versions?

Since that's pretty much all the developer's versions do then the only question
is if they will even have a developer's version in Access12. If they do then
this ability will have to be there. I haven't seen any discussion of this per
se, but the developer's versions typically are released a bit later than the
standard product. I would be very surprised if a developer's version were not
offered at some point.

If you have an early preview version check the appropriate private
newsgroups.

I would only say here that I would doubt that they would not provide a
distributable runtime or equivalent.
