Access 2000 - Runtime Error '3433' Invalid Settings in Excel Key o

While importing a .txt file I received the follwoing error...
Runtime Error '3433' Invalid Settings in Excel Key of the Engines section of
the Windows Registry.

I looked into a few things...
-like making sure the latest Jet Engine 4.0 is installed.
- makeing sure that HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Jet\4\Engines\Text
has format key set to CSVDelimted
- Hkey_Local_Machine/Software/Microsoft/Jet/4.0/Engines/Excel/ has
ImportMixedTypes=Text
- made sure that the disabledextensions key of
HKEY_LOCAL_MACHINE\Software\Microsoft\Jet\4.0\Engines\Text
is not more than 4 characters long
- re-registered the MSExcl40.dll and mstext40.dll

Running on Windows 2000 sp4 all upaddtes to windows and office are applied.

Can anyone tell me what else I can look into? Note that the access
application works fine on other machines using same office and windows
versions.
