From Microsoft or any good software vendor; purchase the Office 2000
Developers' Edition. It isn't cheap and may not be available from
Microsoft since it's two versions back.

You need to buy the Microsoft Office Developer Edition
(MOD) 2000 which licenses you to distributes the Access
run-time files royalty-free with your database.

The MOD also has the Packaging & Deployment Wizard as well
as other tools.

However, it may be very hard to get the MOD 2000 since it
had been superceded by MOD 2002 which in tuned has been
superceded by the Microsoft Access 2003 Developer
Extensions (new name).

On the other hand, Access 2000 databases generally convert to Access 2002 or
2003 with no trouble whatsoever, so it could be prepped and distributed from
the XP version of the Developer Edition, or the Visual Studio Tools for
Microsoft Office 2003 (Could they have possibly come up with a clumsier
name?)

I've seen some copies of various Developer Editions being auctioned on eBay,
and some apparently sold for less than I would have expected.
