Access 2000 security

hi,
We are making use of access database that is secured with user level in our
network. When i log on as For eg. say A it does not allow be to access the
database.When logged in as B on the same machine it opens and when logged in
as admin it opens with the restrictions of A.
Is the computer not identifying the work group information file?
Any help on this issue is much appreciated.

I tried to check my database but I don't know where to start when I need to
check the different report. Plese I need help to any body.
