Access 2000 Wizard does not work

Stadium

Purchased new laptop with Windows XP. Installed MS Office 2000 Small
Business and installed Access 2000 Upgrade. None of the wizards work? What
is wrong? I deleted acwztool.mde and reinstalled Access. Wizards still
don't work.
