Access 2002 - error, database on untrusted network location

We are intending to upgrade from Access 97 to Access
2002. We have the 97 .mdb located on a network drive and
did a test using the Access 2002 runtime version. It will
not open the .mdb - it gives this message even though
the .mdb IS located on a trusted network location:
"cannot open this file. This file is located outside your
intranet or on an untrusted site. Will not open the file
due to potential security problems. To open the file,
copy it to your machine or an accessible network location."
Anyone know what logic Access 2002 uses to determine the
difference between a trusted and untrusted network
location? This is a show stopper for us.
