Access 2002 Runtime Administrative installation

Try to use the administrative installation of Access 2002 runtime by running
the following command line.

msiexec /a accessrt.msi /l* c:\windows\accessrt.log

The standard MSI install screen appears for a second or so before closing
without any error messages. In Log file you see that runtime installation is
completed successfully, but also that Access Runtime Beta has expired.

Why this happened? Is there anyway to build that administrative installation?

I've checked KB article 824171 which related to 2003 and says it's a product
problem. In the article
http://office.microsoft.com/en-us/assistance/HA011525091033.aspx, it provides
a sp3 for Access 2002, would it be helpful to build admin install?
