Access 2002 Toolbar Problem

In Access 2002 the file menu is missing from the toolbar.
The software has been reloaded to no avail.

1) Open Access
2) Right-click any menu or toolbar and choose Customize from the shortcut
menu
3) In the Customize dialog box, click the Toolbars tab, select Menu Bar, and
click the Reset button.
