I know of no reason that a database saved from Access 2003 should not be
able to be opened with Access 2002. To make certain, I just now created one
by opening Access 2003, making certain the Advanced tab of Tools | Options
indicated that the database was to be saved in "Access 2002 - 2003" format,
importing the objects from the Access 2003 (Office 11) version of
Northwind.MDB, closing the database, then opening it (successfully) in
Access 2002.
Both Access 2002 and 2003 are up-to-date with all Service Packs and patches
on my machine, and they are on the same machine, which could affect the
situation. Note that there is NO separate format for Access 2003... just the
"Access 2002 - 2003" format.
Perhaps there was a copy error, or a media error, or the user's installation
of Access 2002. Have you tried making another copy? Have you tried opening
the copy that does nor work for them with someone _else's_ Access 2002?
