Access 2003 database keeps locking in Admin mode

I've got an Access 2003 database that one particular user keeps going into
table view, changing something, and locking the database into admin mode
until she closes out. Is there a way to prevent this so only a particular
user, or someone with a password, is the only one that can go into admin mode?
