Access 2003 fails

I am so frustrated because ACCESS 2003 spanish version SP 2 did not work well
under my XP Pro envoronment running under an english version. Some ACCESS
windows show me options in Chinase characters, language I have not choosen
for my Office 2003 environment. When I ask for HELP, the ACCESS task is
finished.

Same situation occurs when I select TOOLS, OPTIONS, GENERAL and I found
Chinase characters. I have traied to change its value form Chinase
characters to spanish or english characters but I obtained messages like
VALUE MUST BE NUMERIC, and then ACCESS task is finished.

Any suggestion?
