Access 2003 Not Enough Memory

I'm trying to modify a form. The database has been worked on several times
and no problems. I'm trying to open a form and change a title.
Database opens with no problem
Click on the form -> Design I get an error
"There isn't enough memory to perform this operation. " This & Outlook are
the only thing open on the computer.

Working in Vista / Access 2003 SP3 also have Access 2007 and same thing
happens.
My virtual memory is set to automatic.

Any ideas?
