What should one do about the Jet Service Pack 8.0 which is
requested by Access 2003 but appears to be not available?
Can I safely ignore this and carry on using the product?

It's now available.
1. Navigate to the download center at http://www.microsoft.com/downloads.
2. Select the appropriate operating system.
3. Search for "Jet SP8".
4. Click the link to open the download page for Jet 4.0 SP8 on your OS.
