Just upograded to Access 2003 from Access 2000. Tried to create first
database which was successful. Any attempt to access a wizard or the add-in
manager results in an error message ('Microsoft Office Access can't start the
wizard, builder, or add-in'). Msjet40.dll is v 4.00.8618.0. Have tried
detect and repair and a full reinstall, without change. Any help would be
appreciated.

Found this in old post::

Try registering the Accwiz.dll and/or DAO360.dll file(s). Use the
directions in steps 4 & 5 of the article shown below to re-register these
..DLL files:

Error Message When Running Access Wizards
http://support.microsoft.com/?id=303769

Note that even though the article indicates A2000 in its title, the same
procedure should be used for A2003. Also, you will receive a LoadLibrary
error if you do not include double-quotes around the entire filename. For
example, if I issue the following command from the Start > Run dialog, I
will
receive the LoadLibrary
error message:

regsvr32 C:\Program Files\Common Files\Microsoft Shared\DAO\dao360.dll

However, the following command will be successful:

regsvr32 "C:\Program Files\Common Files\Microsoft Shared\DAO\dao360.dll"

Worked with access support group to solve the problem. Answer is:
reregister file 'MSJTES40.DLL'. Once done, everything worked fine. Thanks
for your help.
