If I were to allow access to my Switchboard over our internal network and
installed Access2007 Runtime on the local machines that will be using the
switchboard would they also need the ODBC drivers used to create the queries
for the Reports on my Switchboard loaded on their local machines as well?

You should not allow access to the access database of the network. Each user
should have a copy of the front end database on their own machine. The back
end database should be on the server.
Most ODBC drivers are already loaded on most computers, but if you have one
that is not, it would need to be installed on each machine.
