Access 2010 - Print Preview missing Excel button when viewing a report

I just converted a database from Access 2003 to 2010. My user generated a report and was previewing. She noticed that the Excel option was missing from the Data section of the Print Preview ribbon. I tried it and got the same thing. However, if I open Access while holding Shift and preview the report, it is showing. Is there a setting I need to change to allow this?
