Access 2k startup problems

I have a couple of new PCs with Windows XP Pro on an
Active Directory network (W2K Server based) that have
kicked up strange problems for some users.

Whenever Access 2000 is run the program will start, but
from that point on it will not open any .mdb files. It
behaves the same if you go through File-Open on the
toolbar, or through the "create new database" wizard upon
starting Access - it allows you to go through all the
usual routine of finding or creating a filename, but will
not open it up, and the new database has not been saved.
Every time this is attempted it will just revert to the
gray screen as if nothing had happened.

Also, Access itself will not start through double-
clicking on an existing database through Windows Explorer
either - almost as if the file association to that
program is missing or incorrect.

All file associations, when checked, are correct, and all
file & registry permissions are set up for user access.
The strange thing is that another user (with identical
user rights & permissions) or a system administrator can
log onto the PC and use Access without a problem -
accessing the same files as attempted before. The
same "problem users" can use other PCs without any
incident.

Any ideas?
