Access 97 License Problem

I am getting the error Microsoft Access can't start
because there is no license for it on this machine. But
when I do the steps outlined in the technet document it
doesn't fix the problem. Is there another thing to do?

You wrote "technet" document which was not what I posted (Knowledge Base)!
TechNet is a different resource from Microsoft!

Nope...I am running Windows NT

I have tried all of the fixes found in the "Knowledge
Base" and nothing has worked
