Access 97 with Windows Vista

Hello everybody.
I am tryng to install Access 97 into a PC with Windows Vista, but I have
encountered an error: "impossible modify database: missing System.mdb".
I have tried to create System.mdb with "WRKGADM.EXE" but, after OK, it
return error "impossible modify database".

Anyone help me?
