Can a user view an access 97 database form without the program being
installed on a local computer? Is there a viewer or reader available?

You need some version of Access installed to view it. The only other
case this is possible that I know of is if you have the Office
Developer edition it will install the Access runtime files so that a
version of Access is not needed. However, the user will only be able
to view the forms and not edit them.

Your statement may be somewhat ambiguous. The user will not be able to edit
the design of the forms or reports, or the code, but he/she will be able to
edit the data. Also, Access 97 databases can be converted to any later
version.

Your statement is somewhat moronic. The OP asked if he could have
someone VIEW the form, not EDIT it. Just what I'd expect from an
"MVP", though...
