Does anyone know of a good resource for information about developing
accessible applications using Microsoft Access 2003 or 2007?

As far as I know, all the Windows accessibility features are available in
Office. Speech recognition improves with each version.

I was looking more for a resource that would help build an Access database
that is accessible. I know there are certain things that have to be done for
screenreaders to read database forms and such correctly. Some sort of guide
that tells me what steps I need to take to make it accessible.

For instance, in the properties of a button on a form, you have to put in
the information the screenreader is going to speak because they do not always
correctly read the labels associated with the button.
