access and excel 2003 cannot load converter....

While usinng excel to get info from a dat file, i get the
following error. excel cannot load the required converter.
microsoft excel cannot install the files due to installer
error 1605. the action is valid for products currently
installed.

I have uninstalled, re installed... to no avail. There
was a similar error with outlook and add-ins too.

HELP!!!
