Access authorization

I'm treasurer of my church and developed access programs
at home (Access 97, XP)and ran them at church (Access
97,ME, 11 miles away). This arrangement was working fine.

The Church Access program was lost somehow and when I
tried to reload Access 97 I received a message that there
was not a license for this program and the load was
aborted.

My problem is that I don't know exectly what this means.
What do I do to load Access 97 on this machine?

Buy another license? If so, would it be better to upgrade
to Access 2000 and load it both at home and at church? Can
I do this with a single license ( I've just done this with
Quickbooks)?

Both installations were originally upgrades. Now the
Church acts as though it needs a completely new
installation.

If I'm forced to spend a bunch of money for new programs,
I'd like to know what I'm doing before without spending
$35 to find out what to do.

I've never before been in a position where I must pay the
vendor to sell items to me. I doubt that Microsoft wants
to be in this posture.
