Access database code will not run after reinstalling office

I have an access database application that was running fine on office 2000.
Office was accidentally uninstalled to make room on the drive which was
running out of space, so temporarily I installed the runtime version of
access which came with XP developer edition. We were having intermittent
trouble with page faults in the runtime version. We added more hard drive
space and I uninstalled the runtime version of access and reinstalled office.
Now none of the code works anymore. Whenever i do anything with any database
in Access that uses code I get a strange error, It says 'Cannot complete the
action at this time' and then I can't even exit the form. I have reinstalled
the database using a package that does not include the runtime version and
again reinstalled the database using the package with the runtime,
reinstalled office several times, even uninstalled all versions of the
database, all versions of access and office and manually deleted any leftover
folders and registry entries, and reinstalle office again and still get the
same error. I am at a loss. Any help or suggestions would be greatly
appreciated.

The computer is running Windows 98 and Office 2000 professional.
