Access Database won't open unless Sys Info is refreshed

I have an Access 2000 database that was modified and left in 2000 format from
Access 2003. It opens on some Win2000 PCs fine with Access 2000, but on
others it will not open and access crashes on exit. (Typical can't read
memory error)
If I refresh Access System information in the Computer Management MMC while
trying to open the database, it opens fine. (Any Ideas ?)
