Access denied due to junk mail activity (h0095)

Could anyone tell me how to resolve this problem as I am able to receive
messages but not send out

do you get that message when you send to all addresses? If so, speak to your
email administrator. If you only get it in an NDR from a few addresses,
their server is refusing your mail because the IP block is known to send
spam.
