Access file locked as "Read Only"

This is a very odd situation. In my absence some users managed to lock up
the application while they were attempting to adjust the same record from 2
different machines. Unfortunately I was not around and don't have the
specifics let alone I can barely figure out what they did from their
statement except that while one of them was updating a record simultaneously
when he got a message to overwrite another update of the same instance and he
clicked okay. Since then every time we open the Access file it opens as
"Read Only" even when we have made sure that everyone has it closed and went
to the extent of restarting all of their machine, but yet it stays as read
only not allowing us to rename the file make any modification or delete it.
Also there is no .ldb file visible in the folder.
At this point we managed to make a copy of the Access file that works fine
but we need to place the copy where the original was with the same name which
we can't do since the other file is "locked" as "read only" since it thinks
that another user has it open or it's somehow being used therefore won't
allow us to move it or delete it and so on.

HELP!

Contact your Windows system administrator. He can unlock files that have a
network lock. But this sounds suspiciously like the Windows system
administrator took away your users' Windows security permissions to that
directory. Can your users create a text file, save it in that directory,
open it again, add more text, and then save the changes? After this last
save, can they then delete this text file? If not, the users don't have
sufficient permissions to this directory any more, and it's not because they
"overwrote" a record.

Thanks for the response. I will contact our Windows administrator to unlock
that file but I thought about the permission scenario myself so I placed the
renamed copy of the locked Access file into the same directory, which worked
fine.

Yes they can make changes and multiple users have been for over a day now
with no incidents. The .ldb file is also visible for this file.

I've been working with the Windows admin all morning and he stil is unable
to break through. At this point I've asked him just to delete itadn he seems
to be getting a "share violation" I suppose due to the read only status.
