Access Forbidden error HTTP 403

I have installed XP sp2 and suddenly have access denied errors when trying to
download updates for Office XP or any of its components. Can anyone assist
me with figuring out how to eliminate this situation, please?

I have installed XP sp2 and suddenly have access denied errors when trying to
download from the office website including updates, templates, and even clip
art. The Office ActiveX shows enabled in the IE Add-On Manager but when I try > to update the ActiveX control I get a dialogue box saying no updates available.
I am not aware of having any problems with the Windows update site though
since installing the XP sp2, that site has not recommended any updates-
hmmmm???
