access installation

My dell computer came with Microsoft works. I have Office
97 from my old computer that I want to install on my new
dell to use access.
When I did the new install after deleting Works, I get the
message " Microsoft Access can not start becuase there is
no liscense for it on this machine"
The software is all installed but this message keeps
coming up.
any suggestions?
