is it possible to create a new DB without being asked for admin password,
it's giving me headache

The logon screen fires because the Admin's password is something other than
a blank. If you don't need to use the security features at all, simply clear
the Admin user's password. If you do need the security features on one
database but not on others, then use the Workgroup Administrator to join the
default system.mdw file and create a shortcut that points to the secure
workgroup file for the databases that need securing.

access my DB as a user....

After you log on to the database go to Tools > Security > User and Group
Accounts. On the Users Tab click the clear password button.

thanks again for your time, however the clear passwords button is disabled
when I log as a user
I can not log as admin coz I've got no idea on admin's password

Well, that button will be enabled only for a member of the Admins group. You
will either need to logon as a member of that group or, else, use the
shortcut approach that I suggested.

Is there anyway to recover my admin password, I have tried all my possible
passwords, but in vain......
how about if I recover my PC to last week will this affect this access issue ?

What workgroup information file are you joined to? Is it the system.mdw file
that shipped with Access? If not, you can try using the workgroup
administrator to join that workgroup and see if that fixes your problem.
