Access on the internet

Is it possible to upload an access database to the internet so it can be
used from any location, with passwords, in the same way it would be used on
the PC?

That is not what is it designed for. Although you can use it in very limited
usage for websites.... It is not a web database.

What exactly are you trying to do/build?

I have a database which I would like to make available to other users, not
in the same location for them to update as required.
