That's easy, just import it into an Access table using the import wizzard.
You can either link to it (so that changes in the Excel spreadsheet are
available to Access) or import it (so that you can maintain it via
Access). Which of these you choose depends on what you want to do.
How can you e-mail anything if you're off-line,
I think he meant off of m.p.a.g, not the Internet.
and if you've converted to
Access then you no longer have a spreadsheet.

This is quite true. It's possible to import a database (well, part of
one) into Paintbrush, and I have done that at times, but what I have in
Paintbrush is no longer a database -- it's a picture that I can draw on.
A database can do stuff that a spreadsheet can't, and a spreadsheet can
do things a database can't do. You need to decide what you want to
accomplish. You might find that you want to maintain BOTH a spreadsheet
(for the arithmetical stuff) AND a database (for organizing
information). It can be a little tricky to do that, but it's not
grossly difficult.
And if you wish, and don't need a prompt answer, you may email me your
spreadsheet. But I'm not going to do any conversions; instead, I'll try
to give you advice on how to do it yourself. (I actually did such a
conversion recently, on a professional basis, and it took considerable
time. The customer was happy with the results, but be sure that that's
what you want to do, and that you are willing to put in the needed effort.)
