Access report vs Word template

I would like to scan in a page (let's say a form to be filled out to order
something) and populate the blanks with data from my DB. I could do this with
a Word template and mail merge feature. Or I could develop an Access report.
It seems like Word is faster and more versatile.

I don't think that Access can cope with the scanned form. Am I correct on
that? What have others done?

I have used scanned pictures (forms) for the background for Reports, in
Access 2.0. Working with the Report pages that had a complex background was
slow and cumbersome, but it worked. However, I'd rather try to generate a
close approximation without using the scanned forms, simply because the
images do slow the subsequent development.
