Access runtime and activation

If you distribute an Access application with runtime using say OFFICE XP
Developers Edition - does the client's computer have to activate Access?

Using the A2002 and A2003 runtime, no, there is no activation. I do
not know about A2007 or A2010 runtime. I rather doubt it as it is
freely downloadable from Microsoft.
